State Sets Rent Cap at 10% for Remainder of 2025

The new rent control laws under HB 1217 require the Department of Commerce to publish the annual rent increase limit in accordance with the Seattle Area CPI (Consumer Price Index), as well as a variety of information and services deemed the "Landlord Resource Center."

The Department of Commerce has published the required information on May 29, 2025 which includes a rent increase cap of 10% for the remainder of 2025.

RHAWA Recommends RE-SERVING Rent Increase Notices that meet the following conditions:

  • It was served prior to May 7, 2025, and
  • It is scheduled to take effect after May 7, 2025, and
  • It does not meet HB 1217 requirements, including:
    • Use of the statutory Rent Increase Form
    • Service via RCW 59.12.040 procedures (e.g. certified mail) 
    • Rent Increase amount is greater than 10% for Residential or greater than 5% for MHC properties.
